Who owns the wires - and why that matters.
Greater Bendigo sits inside the Powercor distribution network - Powercor owns the poles, the transformers, the low-voltage street wires, and the connection point that meets your house. They’re the DNSP (Distribution Network Service Provider). Your retailer (AGL, Origin, Red, Lumo, whoever bills you) is a separate business that buys energy and on-sells it; the retailer doesn’t own the wires.
That distinction matters at install time because the pre-connection decision - can your solar export to the network and at what capacity - is made by Powercor, not by your retailer. Bendigo is one of the original Powercor regional towns (the network was assembled from the old SECV western division in the late 1990s), and the local LV feeder topology is a mix of CBD-grade urban three-phase, suburban single-phase residential, and semi-rural single-wire-earth-return on the Greater Bendigo fringe. Each topology gets a different pre-connection answer.
When pre-approval is required.
- Any inverter over 5kW AC rating (residential, single or three-phase).
- Any battery hybrid system regardless of inverter capacity - even a 3kW hybrid with a 10kWh battery triggers the application.
- Any change of capacity on an existing system (e.g. adding 4kW of panels to an existing 6kW install).
- Three-phase installs always require pre-approval, even if total capacity is modest.
Below 5kW single-phase with no battery, you’re on the simplified connection path - the installer notifies Powercor after install rather than applying before. That covers a shrinking minority of new Bendigo jobs.
What actually happens between sign-up and switch-on.
Step 1: pre-connection application lodged.
We submit the Powercor pre-connection form within 5 business days of contract signing. It includes the inverter model, capacity (AC and DC), the proposed export limit if we’re self-limiting, the phase configuration of your house, your NMI (national metering identifier from your bill), and the single-line diagram showing how the system connects to the switchboard.
Step 2: Powercor models the network.
Powercor’s engineering team checks the local LV feeder capacity, the transformer your house is fed from, and how much other PV is already on the same circuit. Greater Bendigo’s newer estates (Strathfieldsaye, Maiden Gully, parts of Junortoun) have transformers sized for modern loads and usually clear at 5kW per phase. Older CBD-fringe streets and semi-rural lines may come back with a constrained limit because the existing PV density on the feeder is already high.
Step 3: the export-limit decision.
The pre-approval response (typically 2-4 weeks, sometimes longer in spring peak) specifies the export limit in kW per phase. Three outcomes:
- Standard 5kW/phase - the majority of Bendigo residential approvals. A 6.6kW single-phase install exports up to 5kW, anything above that is self-consumed or battery-charged.
- Constrained limit (3kW/phase or similar) - some older semi-rural feeders or already-saturated urban streets. Doesn’t stop the install; we just firmware-limit the inverter and design around it.
- Zero export - rare in Greater Bendigo residential, but seen on a handful of fringe lines. The system self-consumes only; we’d normally pair with a battery so you still get value from the panels.

Bendigo sits within Powercor’s network. What AS/NZS 4777 actually covers.
The Australian/New Zealand inverter-and-grid-connection standard is in two parts. AS/NZS 4777.1 covers the installation: how the inverter wires to the switchboard, the isolation requirements (DC isolator at the array, AC isolator at the inverter, supply main switch), the labelling at the switchboard, and the cable specifications. AS/NZS 4777.2 covers the inverter’s grid-protection settings: how it detects loss of grid (anti-islanding), how it rides through voltage and frequency disturbances, and how it implements the export limit you’ve been allocated. Every inverter installed on a Bendigo Powercor connection must hold a current Clean Energy Council listing against the 2020 (or later) revision of 4777.2.
The commissioning paperwork stack.
- Electrical Safety Certificate (ESC) - lodged with Energy Safe Victoria within 5 business days of commissioning. The licensed electrician’s sign-off on AS/NZS 3000 and AS/NZS 4777.1.
- Inverter commissioning report - voltage, frequency, export-limit firmware setting, RCD trip test results. Stays with us, copy provided to you.
- CEC installer declaration - the CEC-accredited designer/installer signs off that the system matches the design and is on the CEC approved-products list. Required for STC claim eligibility.
- Meter alteration request - sent to your retailer to swap (or reconfigure) the meter for bi-directional import/export measurement. Powercor’s metering contractor attends; typically 5-10 business days post-install.

4777.2 covers inverter grid-protection: anti-islanding, voltage/frequency ride-through, export-limit firmware. 4777.1 covers installation: isolation, labelling, switchboard connection. Yes - common Bendigo design pattern. 10kW DC array on a 5kW inverter (2:1 DC:AC ratio) gives more morning/evening yield with firmware-capped export. Self-consumption is higher, panels still pay back because residential daytime load and battery charging mop up production.
